SUMMARY:MGT-340: Crisis Leadership & Decision Making Seminar
DESCRIPTION:This seminar uses one of four Harvard University\, Kennedy School of Government case studies to examine the dynamics of crisis leadership and decision making from an elected or senior official’s perspective. The four hour seminar uses the case study to frame the discussion on ways to overcome leadership challenges in planning and responding to a large scale incident. The final outcome of the seminar is the development of individual and jurisdictional action plans to guide improved preparedness and emergency response. DESCRIPTION:The ICS Forms Review course is a 4.5-hour workshop that provides emergency response supervisors and mid- to upper-level managers with a detailed introduction to the Incident Command System (ICS) forms used in the development of an Incident Action Plan (IAP) and/or Coordination Action Plan (CAP). Participants will examine the primary forms used in an IAP/CAP\, as well as supporting and other utility forms. \nIn addition\, participants will review the planning process and where\, within that process\, the forms are filled out and by whom. The workshop includes a practical application designed to instruct participants in the development of Specific\, Measurable\, Action-oriented\, Realistic\, and Time-based (SMART) control and management objectives. \n\nIncident Action Plan Forms (ICS 201 – 207)\n\nWriting SMART objectives activity\n\n\nUtility Forms (ICS 211\, 213\, 213 RR [USCG]\, and 214)\nIncident Action Plan Support Forms (ICS 215\, 215A 233)\nICS Forms and Planning Process\n\nParticipants should come from middle and senior management. DESCRIPTION:This course explores the role\, design\, and functions of Emergency Operations Centers (EOCs) and their relationships as components of a Multi-Agency Coordination System (MACS). The course contains disaster-related examples\, activities\, and case studies that relate to EOCs and MACS at the Federal\, state\, and local levels of government. \nCourse objectives: \n\nIdentify the multiple roles and responsibilities of a modern-day EOC\, including the legal authorities and requirements of the EOC.\nDifferentiate between tactical and strategic emergency management.\nBuild and manage effective organizational structures within an EOC.\nDiscuss the importance of designing and integrating enhanced technology into EOC operations.\nDiscuss Continuity of Operations (COOP) planning at the local level.\nPromote effective EOC operations through plans\, procedures\, coordination\, and documentation.\nRelate Situational Awareness and Common Operating Pictures to EOC operations.\nIntegrate call centers and public information concepts into an EOC environment.\nDescribe the role and challenges of an EOC during the transition to recovery.\n\nRecommended prerequisites: \n\nIS-100 Introduction to Incident Command System (ICS) (any version)\nIS-200 ICS for Single Resources and Initial Action Incidents (any version)\nIS-700 National Incident Management System (any version)\nIS-800 National Response Framework\, An Introduction (any version)\n\nVisit FEMA’s Emergency Management Institute to complete these Independent Study courses. \nThis course is open to all Federal\, state\, local\, and tribal emergency managers; first responders to include Incident Commanders from all emergency management disciplines; private industry personnel responsible for coordination activities during a disaster; and Voluntary Organizations Active in Disaster personnel. \nSelection Criteria: Applicants from the local area will be considered first.
